Emergency Shelter Grant Eligibility Information
The grant is intended to address the needs of the individuals and families who are homeless or at risk of becoming homeless. According to 42 U.S.C. 11302, the Federal government has defined ‘homeless’ to mean:
- An individual who lacks a fixed, regular, and adequate nighttime residence;
- An individual who has a primary nighttime residence that is either
- A supervised public or privately operated shelter designed to provide temporary living accommodations (including welfare hotels, congregate shelters, and transitional housing for the mentally ill);
- An institution that provides a temporary residence for individuals intended to be institutionalized; or
- A public or private place not designed for, or ordinarily used as, a regular sleeping accommodation for human beings.
The term “homeless” does not include any individual imprisoned or otherwise detained under an act of Congress or a state law.
Individual Emergency Shelter agencies may have different qualifications for services.
